Free shipping or not

There is no such thing as free shipping. All shipping costs money. However, when I have visitors to my site and they don't purchase, I wonder why.

I am offering all my subscribers 20 % off for one week.This should make a dent in shipping fees. Please advise me; would you prefer shipping costs rolled into prices or pay shipping for where you live?
